The Arlington County Board asks Civic Associations to come up with “Neighborhood Conservation Plans” that specify what people see as problems and what aspects of their neighborhood they want to conserve. The four Civic Associations that border the Westover commercial district (tara-leeway; Leeway-Overlee; Westover Village, and HPOK) have been working together to devise a joint neighborhood conservation plan.
